The discussion paper presents selected benefits of a transition to a low-emission economy in cities based on evidences from Poland and Germany to deepen further reflection. It is based on the outcomes of a roundtable that brought together civil society representatives and local governments from both countries in early 2016.

The Handbook presents good-practice examples of Polish and German municipalities that are financing and implementing climate action and low-emission strategies at the local level. It is the result of a Polish-German project developing tools to support local action in Poland. The publication builds on expert consultations and a good-practice exchange workshop attended by Polish and German municipalities in Berlin in 2014.
