About the project

Up until today, more than 800 municipalities in Poland have applied for funding for the development of low-emissions plans. This is an encouraging signal, as municipalities throughout the European Union make a central contribution to climate mitigation. However, there is need for further action: Due to the high proportion of coal-powered heating systems and the growing transport sector, air pollution remains a major challenge in Poland, especially in urban areas.


This project aims to:

  • strengthen knowledge transfer and dialogue between Polish and German municipalities and further important local actors
  • support Polish municipalities in initiating and advancing the development and implementation of integrated low-emission development strategies and action
  • establish synergies between climate action and air pollution control and promote integrated approaches
  • stimulate and advance discussion among diverse stakeholders from the public, private and research sector relevant for the transition to a low-emission economy in Poland in the broader context

Various dialogue events will enhance collective learning by bringing together experienced municipalities and those local authorities which are at the beginning of the transition process to a low-emissions economy. At the center of this will be strategies and measures for renewable energies, energy efficiency and climate-friendly transport.

  • Workshops and field trips on selected topics of the low-emission economy, particularly: energy efficiency and rational energy use, renewable energies, climate-friendly transport and mobility, sustainable urban and spatial planning.
  • Polish-German city partnership program to deepen and formalize bilateral cooperation on the local level
  • Targeted support of Polish pioneer municipalities in the implementation of their low-emission development strategies in the form of coachings
  • Roundtables with representatives from politics, businesses, think tanks, academia and civil society to discuss the transition to a low-economy in the wider societal context

This project is developed and implemented by a European team led by adelphi and composed of the Association of Municipalities Polish Network "Energie Cités", the Institute for Sustainable Development and the WiseEuropa.

It builds on a previous project by adelphi and the Polish National Energy Conservation Agency (KAPE), "Exploring new opportunities for the Polish-German cooperation on low emission strategies", which run from June 2014 to May 2015.

This project is funded by the German Federal Environment Ministry’s Advisory Assistance Programme (AAP) for environmental protection in the countries of Central and Eastern Europe, the Caucasus and Central Asia and other countries neighbouring the European Union. It is supervised by the German Federal Environment Ministry and by the German Federal Environment Agency. The responsibility for the content of the website lies with the editors.
